A Brief Summary of Bhutan Education City Project

The Bhutan Education City (BEC) Project is the cornerstone venture of the Royal Government of Bhutan (RGoB) to develop the country into a knowledge based society. It is a part of the larger vision of developing the country on the principles of Gross National Happinesss (GNH). The development of the education city has been entrusted to Druk Holding and Investments (DHI) through its subsidiary company, DHI INFRA Ltd.

The idea of creating a knowledge hub is based on several unique characteristics of Bhutan like the philosophy of Gross National Happiness (GNH), peace, security and political stability, pristine natural environment, proximity to India with huge market potential, green energy and reliable telecommunications, and good governance and vibrant democracy.

The objective of the project is to create a global destination for high quality education. A 1,000-acre area, about 30 minutes drive from the capital city, Thimphu and the international airport in Paro has been identified for the project. The education city will host world-class infrastructure like academic blocks, residential units, cultural and recreational centers, sport centers, health care facilities etc. The education city will serve as an international model for sustainable architecture. The campus will be green and the infrastructure will be developed conforming to traditional Bhutanese architecture.

The BEC Project was initially guided by Project Advisory Group (PAG), consisting of eminent members from Bhutan , India, Singapore and Australia. To facilitate the project development in policy, regulatory and coordination areas, an empowered group composed of representatives from key government stakeholders was formed.

The feasibility study was conducted by Ernst & Young Private Limited (E & Y Pvt. Ltd), India in 2011 and the Request for Proposal (RFP) was floated in July 2011. The Concession Agreement was signed on December 24, 2012 with the Bhutan Education City Private Limited (a consortium of ILFS and Infinity).

The Bhutan City Act for laying the legal frameworks and the basis for establishing the Bhutan Education City Passed by both the Houses and finally granted Royal Assent on 3rd September 2012.

In line with the Bhutan Education Act 2012, the Bhutan Education City Board was formed and launched on October 31, 2012. DHI INFRA handed over the charges of BEC Project to the BEC Board who assumes the role of the Government to implement the BEC Project. Subsequently, the BEC Secretariat was instituted to be the nodal agency for Bhutan Education City.

With the institution of BEC Secretariat, only the following roles are with DHI INFRA with regard to BEC:

  • DHI INFRA provides Project Management Consultancy (PMC) services for the construction of ancillary infrastructure works.
  • The CEO of DHI INFRA is the Board Member of BEC Board.
